 This issue comes from the final year of the wheat cent obverse design. Lincoln's bust and all the other devices on this design are tired and worn out, so the following year the Mint decided to completely re-engrave the design and make it look much closer to the original design Brenner intended the cent to have in 1909.

Because of this, finding coins without lettering attached to the rim is difficult, as is it difficult to avoid spotting, color issues, and other common problems associated with storing coins for half a century.
